The pier runs out and stops. Whether that's an ending depends entirely on which way you're facing.

Coming in, this is the first thing you see - the point where the open water gives up and the harbour takes over, where the crossing is finally behind you. Going out, it's the last piece of land that means anything, the marker you pass before there's nothing to hold onto. Same stones, same light, same tower standing there in the spray. Only the direction changes.

The lighthouse doesn't distinguish between the two. It just marks the edge and lets everyone decide for themselves what they're doing at it.
